Council's Aug. 13 meeting includes several votes

One of the first steps toward separating the city's combined water and sewer lines was taken last week during the Metropolis City Council's Aug. 13 meeting.

In a total of eight separate motions, the council formally voted that it will use local and/or state or federal grants or loans to fund the first project of the Combined Sewer Separation — the relocation of a water main and the replacement of a sanitary sewer — and also the Carter and Crestview drives sanitary sewer replacement project. With the agreement in place, permit work for the two projects can begin.

"We're applying for the permits for these projects and have to have this (formal funding notice) in place to have the (Environmental Protection Agency) review fees waived," explained Joe Matesevac, with the city's engineering firm Engineering Inc. "This was a formality to get the permits through EPA for these points. If the city did not provide this certification, the EPA would have charged the city a fee for its review and issuance of the permits."

In other business, the council:

• Adopted the resolution to close East Fifth Street from 10 a.m. until noon Monday, Sept. 3, for the annual Labor Day Parade.

• Approved the low quote from Brownstown for the purchase of four light poles in the total amount of $5620.

• Approved Police Chief Harry Masse's request for the annual canine recertification in the approximate amount of $1320.

• Approved the first installment for grant year six of the Metropolis Tourism director administrative position in the amount of $13,700.

• Approved, in a 7-1 vote with Alderman Jerry Mizell voting against, the first installment from 2013 fiscal year Metropolis Tourism Marketing budget in the amount of $31,959.

• Approved engineering studies only by Engineering, Inc. for the preliminary engineering services agreement for federal participation in the Safe Routes to School Metropolis/Brookport 2012 project.

• Adopted a resolution to authorize the sale of surplus real estate on Devers Road for $60,000 to Dana Legereit for the construction of a 40-unit assisted living facility. According to the proposal, the facility will cost approximately $3.5 million, take approximately a year to construct and employ 23 people its first year.
