The motion came following a 30-minute closed session with Hamm that began at 9:51 a.m. The board returned to open session at 10:30 a.m., with Hamm first telling the board he had found an article in the Peoria Journal Star regarding Illinois Gov. Pat Quinn's recent actions "beefing up," the Illinois Open Meetings Act. Hamm said he wanted to the board to be aware of the changes and said he feels the state is serious about making sure government is operating in the open.
Hamm then explained that his quote in last week's Metropolis Planet regarding not defending values did not sound right and he had received calls about it. Hamm said he needed to clarify the statement he made last week.
