Illinois Municipal Electric Agency — IMEA.

It’s a name and acronym that has rolled around Metropolis City Council chambers for years.

Representatives were on hand at the Feb. 25 council meeting to provide aldermen and the public an overview of IMEA.

Who they are

IMEA is a non-for-profit unit of government created in 1984 for the sole reason of providing a power to municipality-operated electric systems across the State of Illinois. Metropolis is one of the its 32 member communities.

IMEA is headquartered in Springfield and governed like a city council with a board of directors consisting of one representative from each member community, plus an electric coop, which is a member. An executive board, which reviews policies and makes recommendations to the 33-member full board, is elected annually from the full board. A professional staff handles day-to-day operations. Metropolis city attorney Rick Abell was recently elected as the executive board’s new chairman for the coming year.

“That’s both a real compliment to Rick and his steadfast work for the agency but it also emphasizes the fact that every one of our members has a voice at our board meetings,” said Phillip “Doc” Muller, IMEA’s vice president of Government Relations. “We are not the tail wagging the dog, we understand what we do for a living.”

The City of Metropolis is in a long term arrangement with IMEA to receive its electricity. That works hand-in-hand with IMEA’s goal of keeping power costs low, insulating from the high prices that are common in the short-term power market. In addition, IMEA also provides engineering, communications and economic development services, including engineering consultation, state and federal legislative lobbying, load retention and new business location services and various communication programs.
