County updated on debris removal

Massac County commissioners were updated Tuesday on the status of tornado clean up efforts from Massac County Emergency Service Disaster Agency Director Joe Miller, who told the board the county is done with state resources to assist with debris removal.

Initially, the public was told the cut off date for debris pick up was Jan. 6, but because of inclement weather, that date was delayed. He said now much of the debris that does remain is located on private property.

On another subject, Miller informed the board the portable defibrillator, which was donated to the courthouse by the Metropolis Rotary Club, is installed and fully functional. He said training on the operation of the device would occur soon.

Massac County Highway Engineer Joe Matesevac reported the department had replaced the washed-out culvert on Dry Ridge Road that he mentioned last week.

This Thursday he has scheduled a rock letting and would be awarding the bid for the rock at next week’s meeting.

Matesevac also mentioned another letting slated for Tuesday, Feb. 4 for two bridges on New Columbia Road. He told the commissioners that from the time of the letting, it may take about a month or so for the paperwork to be ready for the contractor. He estimated the contractor may start some time in mid-March. When the work begins, portions of the road will be closed. But, he emphasized, there will be signs out alerting drivers of alternate routes.

The commissioners heard briefly from Massac County Treasurer Dana Angelly, who reported the county’s general fund balance this week is $1848, but with the nearly $20,000 reimbursement from the County Highway Department, the balance will be $21,848. Angelly said the county paid about $80,000 in payables last week. She also told the board the tax sale will be held Friday, Feb. 28.

Massac County Sheriff Ted Holder reported last week the sheriff’s department’s unpaid bill balance was around $50,000, but this week the total is about $24,000.

Holder also told the commissioners Chief Deputy J.D. Haverkamp is still trying to get figures on the cost of leasing squad cars. If he gets those figures and they are feasible, he would make sure the board has them before the 2014 budget is passed. Commissioners Farmer and Jerel Childers met last week to discuss the budget and there were a few things they needed to go over with Commission Chair Jeff Weber before officially posting the budget on public display.

In other business, the board:

• Reviewed and signed paperwork for Massac County General Assistance Supervisor Lori Walters.

• And, the commissioners entered into closed session with Tim King, of Kings Financial Consulting, Inc. to discuss property acquisition. The commissioners were paid a visit by King to discuss financial options for the county regarding the courthouse repairs.

Kings Financial Consulting, Inc. is based in Monticello and according to the company’s website, it specializes in Illinois public finance and has pioneered the creative borrowing strategies while working with all types of municipal entities from school districts and community colleges to cities, villages and hospital districts.
