County meets payroll, leaves low general fund balance

Massac County’s commissioners were still reviewing office budgets for 2014 at Tuesday morning’s meeting when Massac County Treasurer Dana Angelly came in briefly to tell the board she was still working on the county general fund balance and trying to meet this week’s payroll.

Later in the meeting, Angelly returned to give the commissioners the county general fund balance and a breakdown of figures indicating that with the help of sheriff’s fees, courtroom security fees and money from interest and cost helped the county meet its $110,000 payroll.

Prior to today’s payroll, the county’s general fund balance was $74,548, with payroll taken out, the county had negative $35,451.29. Even with the $18,156 reimbursement from the county highway department, the general fund would have been negative $17,594.

According to Angelly, the sheriff’s fees of $1794, courtroom security money in the amount of $5400 and $14,666 from interest and cost helped raise the county general fund to $4265. Angelly explained the money from interest and cost comes from the redemption of taxes. She said the taxes on the Laidlaw property in the city industrial park were redeemed, and that was enough to help the county meet its payroll. Angelly said she hopes the county will receive about $30,000 from the state toward the end of the month.

When Massac County Sheriff Ted Holder was before the board, Commissioner Jayson Farmer asked him if the $20,400 line item in his budget for clothing would be less than that amount, if the county is reimbursed for the cost of the bullet proof vests that are being ordered.

Holder said the total cost for the vests will be $9900, the county has to pay for the vests, and the grant, which has been applied for, will reimburse half of the cost — about $4950. Holder estimated that with the reimbursement, the actual figure spent will be about $15,000.
