After some three years of work, the Interstate North Tax Increment Financing (TIF) and Business District areas have been finalized.

The voting took place during the Metropolis City Council’s March 24 meeting. Alderman Kim Brown was absent.

After suspending the rules, the council approved four ordinances creating the Interstate North Tax Increment Financing (TIF) and the Interstate North Business District areas. The first approves the redevelopment plan for the area. The second creates the TIF district in the area. The third ordinance imposes the TIF for the area. The fourth adopts the area’s Business District plan, which includes authorizing the levy and collection of an up to 1 percent sales tax on retail and service within the area.

The TIF designation is not an additionally imposed or newly created tax. It merely creates a fund for the incremental tax which is used to develop the area.

The Interstate North area covers 181 acres of property consisting of 23 parcels surrounding the Interstate 24 cloverleaf. The council began working for the Interstate North area’s designations in February 2012.

In other business, the council:

• Approved advertising for accepting applications for summer help from March 26 through April 30.

• Approved proceeding with the flower basket project for Market and lower Ferry streets. McDaniel said the project will cost approximately $4000, the same as in 2013, and be paid through the hotel/motel tax fund and individual donations.

• After much discussion, approved in a 5-2 vote, a resolution authorizing a law enforcement mutual aid agreement. At one point, the discussion led to a vote to table the resolution to be further discussed in committee, but that was voted down in a 5-2 vote. Aldermen voting to approve the resolution were Charles Barfield, Richard Corzine, David McManus, Bob Midnight and Jerry Mizell. Voting against the resolution and wanting to discuss it further in a committee meeting were Bill Carrell and David Daugherty.

• After much discussion, approved in a 5-2 vote the removal of the 69kV transmission line that feeds the west substation, which was located along Broadway from Fourth through Ninth streets, by Big D Electric. The project is estimated to take two to four days and cost $5000 per day. Stoney Barrett, head lineman and Light Department supervisor, explained that when the substation was dismantled, Ameren cut the line but suspended it by ropes to the poles instead of dismantling it. He noted that Big D is qualified to do the work and is in the area, which would be cheaper for the city in the long run than going out for bids on the project. Aldermen approving the work were Barfield, Carrell, McManus, Midnight and Mizell. Voting against were Corzine, noting bids had not been sought for the project, and Daugherty.

• Approved, in a 6-0-1 vote, the grant application for the Superman Classic/ASA Archery Tournament, which will be held June 24-29, in the amount of $43,375. Corzine abstained from the vote.

• Approved that the seeding and fertilizing of the soccer fields be awarded to Go Green Lawn Care in the amount of $4,544.80, pending required documentation.

• Approved a $1950 quote from Parker Machine Shop to pour the babbitt bearings for the east primary sludge pump at the Waste Water Treatment Plant.

• And, upon Barrett’s recommendation, approved the purchase of rebuilt transformers with three-year warranty for inventory from Delta-Y Electric Co. Inc. in the amount of $12,900 for the Light Department.

Under discussion, the council:

• Approved the purchase of a new compressor for the Fire Department’s air conditioning unit in the amount of $2300 from Griffey Heating & Air. The item was not on the night’s agenda and will be ratified at the next meeting.

• And, learned the city’s Spring Clean Up Weeks will be held the weeks of May 5 and May 13.

Following closed session, the council unanimously approved giving notice of termination on two current farm leases — near the city’s airport property and at the city’s industrial park. The notice must be given before Sept. 1 and will be affective for next year. The council will seek proposals for five-year leases to start in 2015. The current year-to-year tenants will farm the properties for 2014.
